You can't sue over a FERPA violation.

The Supreme Court ruled that students and parents may not sue for damages under 42 U.S.C. § 1983 to enforce provisions of the Family Educational Rights and Privacy Act (FERPA).
June 20, 2002, the U.S. Supreme Court ruled in Gonzaga University v. John Doe.
